The spent blooms look like a salvia though the foliage is very narrow for typical salvias. My first guess would be a Salvia azurea, second would be Salvia texana. Rosemary does not have bloom spikes, nor does santolina. Any pictures of it with blooms?

My plant ID app says it is English Lavender or Lavandula Angustifloia. Used for scent for soaps. perfumes, oils etc or cooking

Looks like Rosemary and that was my first thought when I saw it but does not smell like rosemary.. Unfortunately none are currently in bloom. I'll keep en eye on it but I think Lavender is the winner. Thanks for playing!

I am not a plant person either but it appears to be similar leaf to Gayfeather/Blazing Star.
