It goes to a joint committee to solve the small differences in the house and senate version, then it goes to the Governor to be signed into law.

It's a done deal.

It goes back to the house because the bills out of both chambers must be identical before they go to the governor and Gov. Abbott has said he will sign the bill if it makes it to his desk.

Hmmm, I don’t see any lie in that statement. You would be able to carry without an LTC, which involves an enhanced FBI background check, demonstrating your proficiency and learning the laws concerning the use of deadly force (aka training).
