It's not larkspur, Texas Vervain, or any horsemint that I can find a picture of. Looked online and in the Texas wildflower book. It's all over the ranch right now. As the pirate responded to the bartender's question if he knew he had the ship's wheel in his pants - "Arrgh, it's driving me nuts!"

Looks like a native salvia. Most likely a Mealy-cup or blue sage (Salvia farinacea), based on bloom and foliage. Hopefully others have some input and can confirm.
