A "friend" recently bought a house, and found a box in the shop that contained unopened 1 lb mylar bags labeled aluminum powder (German dark), and potassium perchlorate, cardboard tubes, caps and a small roll of fuse. After doing an internet search as to what this stuff is used for, my "friend" quickly decided against messing with it, and would like to sell it. If it is illegal to have, I guess destroying it would be the next step. Thanks for any help.

Potassium perchlorate is the most commonly used oxidizer in colored pyrotechnic compositions and flash powder. It's also used in whistles, strobes, waterfalls and many other pyrotechnic devices.
There is a wide variety of uses for dark aluminum, for example, flash powders, star compositions, fountains, waterfalls, torches, flares, etc.

Is this stuff, as it is packaged, pretty stable? Looks like sealed mylar bags.

The German aluminum powder can be bought on eBay, think of sparklers, the aluminum powder is the sparks. From the list of stuff, sounds like someone was making M80's, which are illegal. Fireworks and amateur rocket suppliers are pretty restrictive on selling the potassium perchlorate, this could be a terrorist issue.

Maybe sell or give it to a local pyrotechnics company? That way you can...err...your friend can get rid of it and know that it won't be used for nefarious purposes.

Check if there are any amateur rocket societies in the area. They could possibly use the supplies. Dallas has a active group, I believe Houston and San Antonio also have active groups.

Can you mix it with strawberry jello and feed it to pigs?

In the early 60's when we were living in Spain an Airman showed us kids how to make a "pyrotechnic" using matches, that you could throw against a wall and they would "explode" I see no reason that you couldn't add the Jello as an attractant, would their biting in to the mix cause it to explode is unknown. I do know adding the aluminum powder would make a crude flash bang.

I deal with explosives at work, and there’s all kinds of cool things I can think of to do with leftover explosives. It isn’t worth the risk, for me, because of the paper trail. You, on the other hand, do not have that paper trail, it seems.

There’s nothing illegal about the aluminum powder.

You could call 911 and tell them what you found. Then see how long it takes the bomb squad to show up.
