More directly I was speaking to those blaming the utility companies for not being prepared for a rare event, when clearly many of us (myself included) were not prepared for the same event.

You have no clue, Ercot rolls a black out for short periods of time. Any prolonged outages is your local utilities provider.

The customer service phone line I've called
says it's a rolling blackout. The one they say to
call if your power is off for over an hour

What I saw on the news was regarding Ercot Demand (power generation) > Supply (consumption). Now It wasn’t clear why the power generation is not keeping up with it. I work in petrochemical industry and when we design something it is always above what normal operating temps and pressure are. I don’t understand how power generation would be different. We have power generation units in our plants and I can’t recall when we have maxed them out. They are designed to have at minimum 20% above normal operating temps and pressures. I would hope they would have designed their power generation in the same manner and greater considering population has only increased year over year in Texas for how long now.

My BIL is the one who rolls the blackouts. If it a prolonged period its your local provider. I think they were just passing the buck.
