I understand that in a pinch fertilizer will work as ice melt. I understand that it may cause damage to concrete and the obvious environmental concerns. But given the dangerous conditions here, it is what I have available at the moment. Will in work at these temperatures?

I say that it might work might work but I'm not getting out in this cold weather to try it. Give it a shot and get back to us.
