I would take a firm wire brush to it with some good elbow grease. Rub the $%^$ out of it to get that top layer of rust off of it. Blow out all the dust with a blower. Then I would spray paint it with some High Temp BBQ spray paint. Did that with a cooker I bought years ago and still looks great.

Wire brush (or wire wheel), then treat with Ospho. Then immediately coat it with Penetrol, prime and paint. No more rust.

Naval Jelly applied with a brush. Follow the directions, rinse, then just roll with it. Don't mess with paint. The deer don't care.

I tried Corroseal the first time around. Is Ospho different from Corroseal? Not sure, I've never heard of Corroseal.

I’ll give your method a try. Any particular paint you recommend? Rustoleum will work just fine. The Ospho will kill the rust, but will come back quick if you don't seal it (DON'T breath Ospho if using a spray bottle, it will HURT your lungs). Straight Penetrol does an excellent job of sealing carbon steel. You can cut your paint and primer with Penetrol, but I recommend a straight coat as the base. Rattle can paint will work just fine after sealing. There are some better quality Marine paints out there, but they are expensive. I used to rebuild lots of boat trailers here in the salt and would always coat springs/U-bolts/axles/hubs etc with Penetrol and let dry before installing. Will still rust eventually, but lasts a lot longer before it does. Good luck!

It's hard to find anything made of steel that's painted correctly anymore... Trailers, farm implements, lawn mowers,.... whatever. The manufacturers just don't prepare the steel before they paint or powder coat it. It's all about the money. They want it to look new and fresh, and then the rust starts.

POR15 is good to. Sand the heck out of the rust. A.paint it. 1 pint would probably an 8'x8' surface.

POR-15 is good, but needs a top coat. It doesn’t do well in direct sunlight.

If you use it and it spends time outside in the elements this is going to be an ongoing battle.
personally i would hit it with a wire brush, blow out/off with compressed air and cover it in rustoleum. Repeat as needed.

OSPHO is great mojo If the rust turns White, sand that off and re-treat that spot, but that doesn't look like real heavy rust

All these are good ideas but if you've got a buddy that'll blast and paint it, I would go that route. The paint on the old all seasons products was not that good, had to do the same with mine.
