You would have to produce way more than that to cover the costs of the facility and machinery. Most needed machines are very expensive and so will finding people to operate them, you would need 4 operators teams for 3 shifts a day to even come close. Based on the profit margins in my day , I don't see if being a stand alone business unless you could command a much higher price when demand is lower in normal years. Your gross profit will be less than .01 per unit.
The better route if you are serious is to contract with an over seas producer that isn't operating at capacity, anywhere from Mexico to Russia and many locals in between. I would shoot Lapua or Norma OEM primers in a heartbeat, lots of BR shoots like the Russian primers as well. I love Lapua brass and bullets bet their primers are top notch as well

My math was based on one person on duty all the time. Of course it would actually be more than one.

You are correct. A good crew can produce an enormous amount, but margins are still low. I would have starved to death selling only primers as the profit was small, I was doing this in the mid 1990s drought, today primers are not that much higher than the 90s if you consider inflation. I would bet we are in for higher retail prices to come, but eventually supply with catch up and prices will normalize. Same as my income in those days, boom years followed by some meager paychecks in the following years.
I'm available to help in any way possible. I dont mean to rain on the parade but I am just basing this on my own experience in that industry. That's why i think using an existing manufacturing plant overseas is likely the best idea. It wasn't long ago you could purchase S&B primers for $16/1000 and they were good, the european market doesn't have the demand swings that we do and might have the ability to sell their surplus if an import channel was in place.

I appreciate the help. I'm always willing to listen to someone that knows more about a topic than I do. Like I said in the original post, even at $0.07 per primer to have Texas made, and a steady supply stream, I would pay that. It only increases the cost of a finished round $0.035. $70/1000 is high, but if we can get them made, and they stay available I think it would be worth it. Plus I'm thinking these primers are for hand loaders, not the big ammunition manufacturers. Obviously they have primer suppliers, and those primers are allocated. Which is why we are where we are.

Jason - I like the idea but the numbers have to work. Meaning as low overhead as possible to start (your barn) and grow as prudently as possible.

That 80 year old barn doesn't have water or electric. Lol. But it's well ventilated and isolated from the main structures on the property.

And the nails are probably loose so when the explosions happen you just pickup the boards and tack them back on.

That's right. Can't let a WWII era barn just go away.

Too many mud dobbers and wasps in that barn, besides, it deserves a work free retirement. That stump between the platform and the barn, right in the middle of the pathway, is a trip hazard, insurance wouldn't allow it.

I keep waiting on you to burn that for me, baby sit it and not let the barn catch on fire.

I’ll buy your primers and don’t even roll my own. Right now make the perfect gift, primers to a hand loader.
