I tried to call NM game and fish but i was on hold for ever and gave up.
I am going hunting in NM in January public land and am taking a non-hunter with me. Do they need to purchase any type of permit or anything to accompany a hunter? They won't have a gun.

As long as they are not carrying or gun, or have a shotgun in their possession (ie. sitting next to them in a truck), they do not need any type of permit.

Before traveling to New Mexico you might read this information about 14 day quarantine. My brother-in-law and I had a week long bird hunting trip planned to New Mexico. Family owns a place there. Your "family place", in it entirety, was your lodging. I would have gone. In fact, during the first Gub. Grisham lockdown, I did. If you do spend the night in New Mexico, do you have to quarantine?Yes. You must stay inside you hotel or place of lodging as much as possible for the duration of your stay, up to 14 days or the amount of time you are visiting, whichever is less. Hotels, motels and places of lodging are only allowed to operate at 50% capacity at this time.

It will be cold that time of year usually, so a face mask might not be so bad.
Since you are hunting public land (BLM and State), it wouldn't hurt to buy your "observer" a Habitat Stamp and a Habitat Management & Access Validation for a grand total of $9. Not necessary for them to be out with you, but the money goes to improving access and habitat.
Also, you do not need a hunting license to shoot feral hogs in NM, but be sure you don't shoot a javelina on accident.
