He's be a fine deer to watch around the feeder. I enjoy watching them any bit as much as hunting. Maybe next year, I wouldn't take him this year.

Too close to call and he looks to be only 3 to me. Good one to let go another year and exactly what the antler restrictions were put in place to do.
High fence, low fence, no fence, it really doesn't matter as long as you're hunting!

Perhaps the best rule of thumb is that if you feel you might need to ask someone else what they think, it's probably best to give it a pass. Now I'll be honest and say that I've killed deer only to suffer later from a bad case of "ground shrinkage", which is why I carry a small, 3-ft tape measure in my bag. Thankfully, I've never killed one that didn't pass the minimum. IMO, it's not letting your mind get drawn too much into the mass of the antlers and assume that just because he has antlers that appear thick and heavy, he's automatically mean he's a legal shooter. I got quite nervous when I first walked up to the downed buck in the photo below. The inside spread turned out to be just 14 inches.

No he doesn't make it and not worth the chance. Believe it when I say there are better deer just by looking at that one! You have to be patient, and you will see!

I doubt he'll make it the season before someone drops him. Walking around a lot during the daytime hours.
I passed on one last year this same width (even with the ears) and someone else took him. He made dead even 13"
