Just for spotting or does he want something he can shoot with too? A Halo LR mounted on a tripod would be a really nice thermal spotting scope for long range. Either that or a MK3-60 will be the closest things that will get him out far enough. I doubt you can identify anything at 1000 but those units will get close. I would think you'd be be able to tell a person vs a deer or cow just based on movement but on a stationary heat target it could be anything. That's really far for any thermal. Might not be a terrible idea to consider a thermal drone either. What exactly is he trying to monitor his fenceline for and for how long? Might help to be a little more specific on what he's wanting to do. PM me if you need to.

Myron is right. That's a LONG ways for ID'ing with any thermal on the market. The two optics he mentioned are the only two that I'd consider. It's worth noting they are $7,500 and $9,000. Identifying at 1,000 yards is a long ways and really more than what any civilian thermal is designed for.

I've shot hogs at 1K with a Pulsar Thermion, I believe it was an XP50. Can be had for around 5K. Its certainly not ideal, but its workable at that distance

I can't find the ID range of the MK III 60, but the detection range is 2,500 yards.
