Do bolts make a difference in point of contact? I shot it at Cabelas and it was dead on at 20 yards. They didnt have the same bolts that I ordered. When I got home my bolts came in. Im shooting about 1 inch left and 1 inch high now.

They can make a difference and some packages you will see that much change from bolt to bolt from the same box

Different bolts do make a difference. But if they are the same length, length and fletching of your original bolt, I would try rotating the bolt. Many times the [censored] feather is not placed on the true spine if the bolt. I test shoot all of my bolts and if any don’t hit the point of aim I will rotate the bolt to place a hen feather down and re-shoot it. This will often get the bolt hitting your POA. I then mark the true [censored] feather with permanent ink so you know what vane needs to be placed in the channel.

Don't try that if you shoot half moon nocks

On some bolts you can but on many they are too tight to rotate. They want them not to really move as that is part of the indexing them right. Sometimes you can soak it in hot water for a bit and remove a nock then install it again for a different fletch. Of course if you do that make sure they are aligned properly and mark the bolt to make sure you load it right.
