Asking for money back is not unreasonable. No different from a bank making an accidental deposit into the wrong account.

Good luck collecting it unless the ones that owe are legitimately collecting. In that case the TWC will just suspend their payments. I predict things will get worse before they get better. Folks late on FHA loans have more then doubled in Dallas and numbers are higher elsewhere. The ones that got forbearance from utilities now have to pay up. I also see a second wave coming. Stimulous might help some short term.

Collections will be difficult.

It may be taxable income but the folks collecting may not be impacted considering their income level.
