What states have early elk rifle hunts for non residents? I think NM but not sure of what other states. I am looking for quality guided elk hunt on private land. Any suggestions would be greatly appreciated.

New Mexico has a September rifle season for private land I know
For it is not the quarry that we truly seek, but the adventure.

Wyoming has some. WE just finished our archery hunt in an area that has rifle tags vaild Oct 1 -Nov 30. The ranch we manage has a season Oct 1- 31 for bulls then cows til Nov 30. I believe some other areas also have Oct 1 openers. Some are limited quota areas while the ranch area is a general tag. You need some PP to draw in Wyoming though, buy one now for next years draw.

Like Wytex said, there's some general areas in Wyoming with Oct 1st rifle openers. There are also some closer to Yellowstone with rifle seasons that usually start the last weekend in September. Many of these would be wilderness hunts, so a guide would be required anyway. As long as you like grizzly bears.
Arizona and Utah have early rifle seasons. These are very hard to draw, essentially zero chance without max points. Utah has some private land tags (CWMU hunts) that you can pay for. Most are pretty pricey to say the least.
No early rifle public land tags in NM that I know about. The private land stuff is basically any weapon and you just pick your dates. These will be ranch only tags for the most part.
One of the Reservations in NM and/or AZ would be another place to look as well depending on your budget.
Don't overlook British Columbia either. Rifle elk hunts starting in early September.
