I saw the same thing today. One big group of buzzards and about an hour later there was a group of 30-40 hawks of some sort came by doing the same thing.

dont know what its called but i bet they are looking for a body of water to eat ALL the fish out of. A pod headed south. They'll circle and circle until the they get the altitude they want and then start stringing off to the south in one long wave. Others will join them on the way and the flight can get miles long.
