There is plenty remaining to be acquired; the heavy hitter attorneys were still going back and forth on rights and there is still some significant route engineering left to be done

If I were in it's path I would be worried too. The people that owned land where there are now reservoirs were probably worried too. We will hear more about the abuse of eminent domain for public need or economic development in a year or two.

Because neither one of those things have happened, or is even being considered, as far as I know.
