Really hard to tell due to blurry pic. It’s hard for me to tell if the right beam is just a spike or if it is branched. If not branched then he is legal

Depends on if you hunt in an AR county.

To me it appears both antlers are branched & not near 13” wide.

As long as the one side is a slick spike he is legal.

Both antlers look like they're branched. However, if you go to the widest point on the left side I think it's over 13" and legal.

Even if the right beam is branched, he still looks like he’s going to be close to 13” inside because of how wide his left antler is isn’t he?
