Yeah he’s old enough. Thick chest that makes the front legs look shorter, nice round rump, neck filled down to brisket.
He isn’t post mature, but he is easily 5-6 and most likely pushing 6-7.

4 or 5 from that one pic since he has a pointed rear end, quarter horse look in the chest/flank, really tapered bellyline in the flank,really dark forehead, narrow head shape, not much staining on the hock tarsal gland and he is long legged. One pic makes it difficult sometimes but that is why I put him in a two year group.

He has the depth in his brisket/chest and the forehead to look 5 in the last pic. The size of his tarsal gland is large but not round. In October when the neck and his belly trims down , he make look more 4 than now. His but is higher than his shoulders in last pic..it could be the way he is standing in the sand or small depression. He has the look of both a 4 or 5 yr old in your pics.

He is at least 4, and if they would let you, I would cull him out. If the date is correct, he is nearly thru growing and his tine length is weak. Great overall height and decent width.

At least 4 IMO and in need of an arrow or bullet I would think with the lack of tine length he has. It looks like pretty good country you are in that can produce better.
