Have an area that has been covered with concrete for 25 years. If I remove the concrete can I use the soil for gardening? Someone said no so I thought I would check the forums book of knowledge.

Yes, just add some organic material to the soil and till it.

Some of this will speed things up.

Yes as long as that soil hasn't been contaminated with chemicals,salt,gasoline,etc. Mix in some compost,manure,builders sand,maybe some fine hardwood mulch and till it in well.

instead of guessing , you could have the soil tested. I know it cost around 20 dollars the last time I sent a soil sample in to have it tested for nutrient level. Maybe a little more to test for other chemicals and heavy metals. Worst case , you could probably build a raised bed above it.
