If he's bound and determined, have him get his degree then direct enlist into Army CID, He would then be a fully qualified series 1811 agent and able to apply to any Federal Agency, except FBI and DEA, which require that you attend their academies. If he likes the Army he can apply for CID Warrant Officer at the 5 year mark. My daughter took a slightly different path but is a CID Warrant.
