What and where is the best place to get potatoes to plant that will sprout?

Garden supply or feed store should have seed potatoes. You might try Lowe's or Tractor Supply. Do not plant grocery store ones, they have been treated with a sprout suppressant if I remember correctly.

You need to get them in the ground as soon as possibly.
