There is video of the pdiddy lunch before the grammies, black billionaires club. Every one there is a rock star , at a hip hop event, flashing the devil horns and 666. The guy goes to the grammies and cries about the system being rigged for blacks.

They can't do that. There is no mechanism in the law that would allow a city council to decriminalize something the state says is illegal.

According to the article, limiting enforcement is exactly what they're trying to do, not decriminalize it.

"With an unanimous vote, the Austin City Council approved a resolution that limits enforcement of low-level marijuana possession."

I looked it up through other sources. The resolution states that council isn't providing funding anymore for THC confirmatory tests so they think that "decriminalizes" it. APD will just use other funds from their multimillion dollar budget and test whatever they want.
