The city council can adopt as many resolutions as they want. They don't dictate which laws the PD enforces. Never have and never will.

They are not stopping enforcement by PD. They are decriminalizing the offense.

It will eventually be legal in all 50 states, and the Feds will eventually make it legal. I have quit trying to fight it.
