They'll probably have better luck ID'ing the horse than the rider. The rump and legs say half Quarter Horse, the head with the tiny ears, far-set little pig eyes, skinny chest compared to the rump, and large nostrils scream Arabian, so I think it's half Arab half Quarter Horse. Foundation bred Quarter Horse (concentrate on cutting horses, Doc, etc) and I can't even guess on the Arab side. A pretty common cross that actually works out on occasion. Any horse breeders in the area? Find the horse find the man.
edited to add: That kinda' horse usually comes from a "mom and pop" operation, but even they keep stud books.
edited to add: I've had a few Dry Doc studs. They often threw grays, even out of bay mares.
Edited again!:. The horses fore-lock is trimmed and you can see through it's tail. This guy, or somebody, is a horse person and takes good care of that horse.
