Difficult to be sure....owing to the angles of the pics, but my guess is he IS just a bit better than 13"...but not by much.
I wouldn't make my mind to shoot that buck based solely on these pics. IF you see him...do take the time to try and judge him before making your decision.

If he's legal, he's just legal. I hunt an AR county and if you see a deer that is not obviously legal, it's not a deer to consider taking IMO.

I don't think he will meet AR requirements. He appears to be an immature deer and my guess would be around 12 inches inside

I'm on the safe side with the others. Some day I'd like to see a laser RF with a holographical measurement tool just for this.

Yea... I would let him walk. But, he will not make the rest of the season here in Navarro county! I passed on one a few years back heading towards the boarder fence, BAM he was no more!

I think he's probably legal, but just barely. I don't think I would be able to pull the trigger on him, but I tend to err on the side of caution.
