Tactical response vehicle....they use if for whenever it's needed to protect themselves. Think SWAT and disaster relief situations.

Surplus military equipment was a big thing a few years back, a lot of people were scared that the local LEO's were being militarized. Now they use these things in hostage situations, active shooter sits and I believe I saw one case where it was used in a family dispute situation.
Combat Infantryman, the ultimate hunter where the prey shoots back.

They are decommissioned by the military due to not being usable for use in military operations, but are still functional for active shooter, barricaded suspect situations, so they are sold at discount for domestic use by police departments.
