I bet the guy turns out to be the weed dealer. They're such low hanging fruit for real criminals. Sounds like he was involved in a "fight" a few years back at a strip club; was part of a shooting and took a round himself. I am thinking his relationships caught up with him and not DPD. Just my opinion...
