Throw out some oats, like bob oats, and some fertilizer right over it. Then pray for rain.

Most of the time if you don't cover the seeds , the birds will get the majority of them. A small tiller will cover a lot of ground if you have a buddy to help. Does not need to be tilled deep just scratch the surface and throw out seeds then cover with a leaf rake. I threw out two 50# bags of bob oats a few years ago, went back about 4 days later and the birds had wiped it clean. Normally I will wait till the oats are up about 2-3 inches before I fertilize. Doesn't take a lot of work for bob oats to make a good food plot, keeping the birds from getting the seeds is major problem.

I wouldn't mix seeds with fertilizer. It takes a few weeks or even months for fertilizer to do anything. If you needed it, you should have done it back in the Spring. By adding it now, you risk damaging the seeds

What type of soil and cover on it are you broadcasting over? Rye grass will grow just about anywhere you throw on top of the soil...if you get enough rain. Oats will grow with enough ground moisture and then rain after you broadcast it. I mixed oats/winter peas with fertilizer for years and broadcast on pre-disced mixed sandy land. Then would run the opened up disc with the wheels down so that it just barely covered the seed. Always had great stands of oats and winter peas. Seed to soil contact is good but covering the seeds is better. I you have grass/weeds in the spot you want to broadcast and a way to mow/shred the area. I would broadcast the seeds and then mow/shred the area. With the cost of seed and cost of fertilizer ....I would probably opt to spread seeds first and wait for a good rain. Then fertilize it after it rains enough to get the seed up and growing and try to time the fertilizer application with another rain. If, if you are going to get some good rain then I would broadcast both the fertilizer and seed at the same time.

Not much chance for the next two weeks. Maybe that'll change.
