At the time of the BOR and constitution signing, the common rifle owned by the Americans was the Kentucky long rifle, known to be lethal out past 200 yards, where the common rifle in the British troops was the Brown Bess with an effective range of around 100 yards.

The founders absolutely designed things to allow US better guns than what we might face from a military.
