Permit for non hunters to access public land?

Didn't see anything on TPWD except that the APH permit is required for an "adult to access public land". I know that applies to hunters, but is one needed by a non hunter? Girlfriend wants to tag along, but not hunt or carry a gun when I dove hunt.

In the front of the APH it goes through that, I read it as non-hunters need to have the APH.

I sent an email in to TPWD and am waiting on a response. Dont have my APH yet. Thanks.
After some more digging, sounds like there is another option Limited Public Use Permit — $12 All other recreational activities except hunting (see the "Schedule of Recreational Use of Public Hunting Lands" in the Map Booklet)

Unless they did away with it, the LPH is for non-hunters.
No matter how high a duck flies a hammer still breaks a window.

The Limited Public Use is all you need for a non-hunter. Cheaper than the APH as long as they don't plan on hunting.
