Help - Need to identify these pieces

Can anyone tell me what these are for? Found in bunch of reloading items stuffed into a Brownell's bag.
Best I can figure is that the 4 small ball bearings rest in each dimple and the two plates sandwich them to hold the bearings in place.
Beyond that I've got nothing. I just don't want to throw it away.

Pretty sure those dimples are just marks left from molding, the push pins leave a mark on the product.
Yes! A Weatherby does kill them deader.

The dimples are in the steel plate so I'm figuring they were put there for something?? It's not a molding, but stamped steel.
Still have no idea what this is.

Could it be a base plate for a tripod head (swivel)?
Edit: I have seen these. Do you have a Rock BR front rest?

Not sure on size but might make good decoy weights if head fits through hole.
