I’ve never seen a deer carry mange. I don’t think they are succeptable to it.
Looks like molting to me.

Someone might have a hog trap close by. I've seen similar damage to deer that were caught in traps.

Could be Demodetic mange, yes whitetail are susceptible though it's not wide spread or common.
Caught in a hog trap maybe they usually have injury to head also, outside chance of frequently going under a fence.
