I know this has been discussed many times but I’ve got a group of about 6 people looking for a reputable elk outfitter with guaranteed tags or over the counter tags for 2019. Not looking to kill 350” bulls. Just a high probability of killing a nice bull. Looking to spend about $5k/gun. Preferably NM or CO.

Best outfitter in Colorado is Bull Basin Outfitters out of Kremmling Colorado. But a landowner owner tag hunt with a 90% + kill rate and a 100% chance of seeing a shooter is pretty impossible for 5K. But 7500 will get you one of the best elk hunts you will ever go on. Most of the bulls on these bunts are are 300" and up. This is all free range elk. Google them. There is a reason a whole lot of the gun and accessory manufacturers in the industry use these guys. They provide results for a decent price.

When you say "high probability of killing a nice bull", you need to keep in mind that the 2017 Colorado state average for success on bulls across all rifle seasons was 15%. That means of your 6 hunters, the odds are that only one of you will be successful on a bull (it's actually closer to 1 in 7). That said, don't let the odds let you down. I bring a group out to GMU 67 every year. Of our 5 hunters, myself (1st pic) and my buddy (2nd pic) harvested big bulls without a guide. I put another buddy on 2 different bulls that for whatever reasons, he never pulled the trigger (experienced hunter, but 1st time elk hunting). If you're serious about a fantastic house to stay in + the use of guides if desired, PM me. The cost with tags would be right around your budget.

If you are up to spending a little money on the best managed free range elk in southern Co. Call Bobby Hill aka. Hill Ranches Co. 75,000 acres.

For what you are wanting, you might want to check Broadmouth Canyon Ranch in Utah and/or Idaho. 5000 acre preserves with a bunch of animals. They offer different hunts based on budget (size of bull). Have to agree with the others that 7500 is about what it will take for many quality hunts.
