So I have found some boat ramps south of Dallas on the trinity river not to far from town. Is it to close to town to hunt public ducks when it floods? Or is it open to go?

Call the Game Warden where you want to go and ask. Plenty of issues with hunting rivers. Laws change as well as the interpretation of those laws which all comes down to GW enforcement.
