Wouldn't you need to define what specs you are comparing? If price means anything, Newcon makes a thermal scope that costs $23,700.

I don’t think you can find anything with a better view than IRD. Strictly my opinion, worth what you paid for it

If built-in DVR and built-in rechargeable battery pack is required then Pulsar Trail would be the best. My point being are you just looking at the IR and view screen, close range, long range, different companies have different features.

Toxarch makes a good point. "Top" is relative to your needs. Best consistent image overall would be Trijicons. They are also the most pricey. Best bang for your buck for basic hunting would be a Pulsar Apex XQ50. It is a budget scope but will handle 95% of what most hunters do (hunting inside 200 yards). If you want to record and not do it externally with all the hassles external recording involves, then the Pulsar Trail line is a best bet (offers sound), but Flir's Thermosights offer a wide range of native magnification, but no sound. Pulsar and Trijicons are more simple to operate overall with the Trijicon being the absolute easiest.

Trij is the top dog for image quality. Pulsar for features. There's stuff the military has that smokes all that though but definitely not accessible to the common dude. Trijicon's acquisition of Oasys has some real promise too if it comes to market.

I totally agree with general consensus here. You've got to define "common man" and what sort of budget we're talking about. Trijicon is pretty much the top dog for consumers when it comes to image quality and I don't think many people will argue with that. But you're looking at about $6,000-$9,000. Most guys won't consider that common man money. DNS is right that the Trails are excellent and more affordable if you need internal video recording and the Apexes are a super deal if you don't need the internal recording. I'd say "top" thermal is going to be Pulsar Trail XP50 for the $5,000 or less and the Trijicons are going to easily take the trophy for everything in the top price range.
