Just received my Public Hunts manual, I notice several lakes where the restrictions say no hunting from the bank. I guess if you don't own a boat you're out of luck or am I missing something?

Just received my Public Hunts manual, I notice several lakes where the restrictions say no hunting from the bank. I guess if you don't own a boat you're out of luck or am I missing something? What lakes?
