 Best time of season to book panhandle rio hunt?

I am about to book a 2019 panhandle rio Hunt for my f-I-l, 13 yr old son and myself. For best conditions and gobbling activity, what part of season would be best to book. I went the last week of season last year and got my two birds the first day, but the rest of our group didn’t. Thinking the 2nd or 3rd weekend of season maybe.

What town is near? Wind seems to be biggest factor on behaviour.
