Its goes on a tractor 3pt. Its meant to roll the grass down and chop it off at the same time. Its a roller with blades along the length. Its supposed to be a no til way of planting.

I've done the same thing with my chisel plow and seeder. Fertilized, folded cover crop of oats into the soil with a chisel, and planted with a no-till seeder. One thing I've learned with my no-til seeder is that my area of Texas is not no-till friendly. Six months between seeding requires some type of soil manipulation. Throw in hoof action from a successful food plot and the soil is extremely hard.
