That will be scootin' out of a 22cm. My 80.5's are going 3393fps from a 22", and its a hammer on the receiving end. I would expect those to be North of 3525 fps in a similar set up.

I bet we can still find that out and a bit faster with the 22-243 that has a 27 inch barrel. Bet at 3500+ this bullet will copper foul a lot less than the Sirocco

how fast does it need to go to be effective on deer? 1-200 yards

That would be nice, and I bet you are right. Not that the 73 or 80 ELDM have much trouble causing damage in critters, especially when you crank up the speed in our 22cm's. But, for the 223/556 guys, this and/or an ELDX would be a nice option to have along with the 69/77gn Sierra TMK's.

Yeah them black rifles! Most of them are very accurate, easy to load for and self load into the chamber. And a more versatile platform is hard to imagine. I like bolt guns too but have phased out my boltgun 223 rifles down to one and it has a 1 in 9 twist. The real advantage to bolt guns is that they carry easier than the AR style rifles, no magazine sticking out. I think this bullet will be a fine one and will be trying some.
