I'm up in Lamar county and the best I can determine is a doe can be taken by someone 16 or under. Am I correct?

After looking at it again I guess it doesn't. Just antlerless during muzzleloading. The youngest will be disappointed.

In Fannin county, during late youth season, the bag limits, take of anterless deer and special requirements are the same as the period during the general season between Nov 23 - 26.
In Fannin Nov 23, 24, 25 & 26 are the only dates it is legal to kill doe using a hunting license tag. Sometimes called doe days.

So, youth 16 and under can kill doe in Fannin during the late youth season.

You can always call your local GW or contact TPWD directly to confirm.
