Cotton tail distress worked great early morning a month or so ago. Going to be in same location last hour of light. I'm thinking coyote locator would work better this time of day, since I always hear them getting vocal late evening. Thoughts?

An unethical shot is one you take, that you know you shouldn't.

Might work, might just get them to talk to you. Distress will still work regardless of the time of day, but there's a lot for them to eat right now. They getting ready to whelp here pretty quick, so pup distress can get their attention. Seems to me like you have to make longer and more varied sets this time of year.
