I would think if you are using it to lure birds for the purpose of harvesting dove, Yes.

Great idea though!!!!! It amazes me how we have several feeders in the backyard and the white wings feed like crazy. However, few ever hit the bird baths.

I sure wouldn't consider it "salt, grain or other feed".
