Who would you use to do this? Been calling around and keep getting the "That's gonna be tough" or "I don't know, call this guy" answer. I want this round, but don't want to buy a weatherby rifle.
Tips on a good custom guy?

DK2010, some of the info you've gotten is correct. The Model 70 isn't a big enough action for that round. You need something with more meat/bolt travel/bolt face. I've got two 338/378's that were built and an 8mm/378 as well, so I've been around this block a time or two... or four... or... If you want a Winchester style rifle I'm assuming then (could be wrong lol) that you're looking for a hunting rifle, not a big tactical style target build. I would look hard at a CZ-550. Those are big enough to handle it and are a nice handling rifle, plus they have the action size and bolt face you'll need. I would start with one in 416 Rigby, then it's just a straight rebarrel. No major bolt/mag modifications needed. Everything else will already be close. My 8mm/378 Wby is built on a Brno 602 which is the predecessor to the CZ-550 and it handles it just fine. Otherwise, if you're looking for a target style rig and have a big enough checkbook I'd probably start with a Stiller action. Their TAC30 is big enough and has the right face. There are other choices, but I like Stiller because they're a good outfit and they're Texas local. Plus... I know for a fact that they have them in stock right now. PM me if you want more info about the build, suggestions, etc., I can give you an earful and then some.

Why wouldn't you want a Weatherby?

I like a Winchester or Remington. No reason other than that

About 5-6 yrs ago a fellow came by the gun club wanting to sell several SAKO's with breaks synthetic. I told my hunting buddy and he paid him the $850 for the rifle new. It shoots Barnes TSX or TTSX in an a 3 shot group a dime will cover all holes touching. It is Extremely Loud! Even with ear protectors. I think he's loading 116 gr of powder. I've seen him shoot culls in the head at 300 yds with it. Down side is brass and loaded ammo and the amount of powder it takes. I understand the bbl has about a 1500 round life. Which is plenty just don't target shoot or Varmit hunt with it. Factory round were about $7 a round then. Good luck and have fun

If you want a Winchester M70 action you'll need to go as suggested into a bigger probably custom receiver.
For a CZ talk to Wayne at AHR, American Hunting Rifle in Hamiliton Montana. AHR builds these kinds of DG & smaller guns on the double bridge CZ 550 Mauser receiver that is the same thing they use in their Safari Grade guns. I own an older double pinned CZ 550 American 9.3x62 and it has always shot bugholes from Day One NIB , with 5 rounds down like most of the DG guns.
Or MRC, Montana Rifle Co in Kalispell Montana builds double square bridge DG sized caliber improved M70 clone or finished rifles in 505 Gibbs, 460Wby, 416Rigby, 378Wby and 338 Lapua & talk to Will Parker.
Both AHR & MRC will sell you a bare nekkid receiver, a completed barreled action & caliber appropriate receiver, or a finished rifle in the DG caliber of your choice.
MRC also sells a couple different lines of full customs including a Safari Grade, and a general production ASR or American Standard Rifle line of rifles in wood/blue, wood/SS & SS/syn in 22 calibers + 7 calibers in Medium bore Alaskan/African styled ( think Winchester Safari Grade styled guns) in both wood/blue and SS/syn stocks.
Both these guys will be in Dallas Jan 9th thru 12th at the Dallas Safari Club Show.
Dunno the guys at Cooper, also in Kalispell who'll also be at DSC I'm sure. But I feel certain they could help scratch that itch too. Ron

If you don't want to spend $5000 plus and still not have as good a weapon as most factory models I'd go with Sako or Weatherby. Then customize those areas you wish to taste. At $7 plus per round, you will not be banging away much. And if you stand around one while its being fired the Romance is over!
