I read an article in National Review a while back. It compared the wildfire issues with southern Cali to California Baja which has a very similar climate and topography. SoCal has a lot of issues with fires and a lot of property damage. The state spends a lot on conservation and has a lot of no-logging policies. They also spend a fortune trying to contain and put out fires.

Baja has fewers issues and much less property damage. They also have much fewer conservation policies in place and they tend to let fires just burn. They simply don't have the resources to do what California does and it winds up working better.

I don't know what all that really adds up to but it was enlightening to read.
