What do you think, do I have a problem? This looks like mange to me, but I am not a vet. If it is, what can I do? Will the state allow me to remove this doe to protect the others?

Looks like she is just starting to shed her winter hair coat to a spring coat due to the warmer temps we had been having. If you had color pics of her it would probably show the new hair under the old coat better. Sometimes when they are getting close to start to shed the deer will brush against some low or thicker limbs causing the loose hair to come off in rougher patterns.
