Is it illegal to run or chase deer with hounds in Texas?
OR....is it just illegal to shoot a deer ahead of a pack of hounds in Texas which I know is the case.
I mean can a couple of guys with a pickup load of fast hounds at night go chase deer without a gun and be legal?
Uprisings started or quelled, tornadoes rerouted, elections rigged.

I''d make sure you had all your T's crossed. I knew some fellas who were out spotlighting and had no intention of shooting anything. They were just shining a light. SO found them and the guys had some loose .22 rounds in the pickup and empty beer cans in the bed (although no one was drinking). It looked pretty conspicuous and the GW got involved. They ended up with large fines for each person....be careful.

Why would you want to do this at night?
Anyway, it isn't illegal to take hounds out onto a piece of land and let them track and chase animals. Mounted fox hunters do it all the time. But it is probably illegal to do it on public land.

You better hope they stay on your property. You might come up with a few missing dogs if they start chasing on adjacent lands.

Sounds like somebody here use to hunt coons a lot and now don't have a place to do it. Hmmm...
As for the OP, check the regs that are put out ever year by TPWD. I believe it may be covered in the book. If not, I would ask a GW, and not depend on other's opinions, as if one of them say it probably okay, and its not, you won't be able to use that as a defense to prosecution.
And although that is the way I grew up hunting in Louisiana, and I really enjoyed it, at our lease, the landowner has told us if there are any dogs on the property chasing deer, shoot first and ask questions later.

I got all the land could ever want to run hounds on.......White oak creek, and Old Sabine bottom, plus all the core land around Wright Patman lake...

Our property owner told us if we see dog's shoot em and drag em off there is no reson for there to be dog's on our property.
