Permits are given out based on herd size of a given property. TPWD has to do surveys before they give out any permits.

Was wondering if his permits could be used on other family members properties which do contain terrain more suited... My guess is this applies to Mule Deer permits as well?

Mule deer bucks don't require permits. You just have to have permission to hunt on a property in a county that has a mule deer season. I believe Terry County just has a 9 day season.
