Buy either a Benelli, Berretta, or Browning, if you're getting a semi-auto.
If your budget is low, look for a SPR453 at Wal-mart or Academy. Just know that Baikal has fallen out with its U.S. distributor and a new one has yet to be named.
If you're going for a pump:
Benelli, Remington, or Mossberg.

You need to define your budget and your requirements.
1. Price Range? 2. 3" or 3.5" requirement (3.5" is never really a requirement in my opinion) 3. Semi Auto or Pump (May be dictated by #1) 4. Left Handed? 5. What length of Pull fits you?

Love my new browning maxus!!! but I also love my berreta 390 20ga
if your looking for a pump its hard to be the slick actions of the BPS... Not a fan of the nova, Its heavy and has a stiff action but it can be a abused and keep ticking..
as far as all around best Pump for the price hard to be the 870

The only one that has come or coming out I haven't got to play with is the Beretta Xplor,,,, its pricey but then again I don't think beretta has ever put out a peice of junk when it comes to shot guns. I really wanted to try one before I bought my maxus but for 600 more I decided I didn't need to wait

I LOVE my Benelli Nova, that thing has been through hell and never given me any problems. I dropped it in about 7 feet of water one hunt, fished it out, drained the water, loaded it up and kept huntin.
I dont take care of it like I should and have never had any rust form, other than the camo wearing off around the grips its just as good as the day I bought it.
I just bought an extra off a friend that was hurtin for money and didnt hunt much.
At Gander Mountain prices were Black- 350.00 Camo - 450.00

STAY AWAY FROM 870's any particular reason you stay away form 870's? My 870 was my first waterfowl gun and has killed MANY birds without so much as a hiccup. I love 870's and would recommend them to anyone looking for a great gun at a great price.
Is it duck season yet?

Love my Nova, bought it used and abused and treat it the same, don't clean it, throw it around and have used the stock as a bat multiple times to hit cripples and it has never given me any problems

IMO, Best duck Duck Hunting Guns = Beretta Xtrema2 or Benelli SBEII.
$1500 price range
Beretta: - Softest Recoil - Will shoot 1oz dove promo and target loads - Gas Operated - Aqua coating keeps it rust free even in marine environments - Pretty easy teardown for cleaning
Benelli: - Soft Recoil - Recoil (Inertia) operated - Doesn't cycle the lightest loads - Easiest tear down and cleaning
Either will last a lifetime

I would have to second the 870 opinion but only for the SuperMag 870's. Had a regular 870 that worked flawless but I wanted 3.5". Mine I bought back in 2001 straight out of the box would not cycle the shells. After taking it to the remington certified repair shop many of times (80 miles round trip)I got tired and called remington tired of trying to get this gun fixed. They told me to ship it to them directly and they would fix. After doing that three times and not fixing the problem they finally refunded me my money (wasn't easy). Many of hunts ruined because of this. I have talked with many other SM 870 owners and it was the same non sense. Even a close work buddy here at the office has one and has the same problems. Hopefully they have got this fixed in the newer releases.
So then I take my money and buy the Mossberg 935. Same crap, straight out of the box gun doesn't cycle shells correctly and sometimes would click on first shot. Sent it back to mossberg and got it back, and after a few hunts same crap. I then took the gun apart and tried to fix it myself. Got it working OK but don't feel it is reliable.
I have given up on cheap guns and am saving for a Benelli or Berretta.

Ive hunted with my mossberge mavrick for ten years and have never had one single miss fire, jamed shell or anything, and i really dont take care of it like i should. It normally gets a coat of oil and put back in the case after every third hunt.

Texas Ed illustrates two great guns specifically if you want 3.5" chamber. If you don't get a camo version I really think the finish on the Winchester SX3 smokes everything out there right now. It is like it is parkerized.
For 3" guns I would says Benelli Vinci, Beretta 391/390, again throw the Win SX3 in (for same reason above and it will have the least perceived recoil of these 3) and Browning Gold/Silver.
Those are all good quality guns and the lowest price will be the 390 or 3901 if you can find either new it should be around the 7-800 mark. All the others are going to be in the neighborhood of 1-1500.
Good luck.

I have had a Benelli M2 for over a year now. Have had only one misfire and that was only once. Shot about 15 rounds after that misfire and kept going. After getting it cleaned out it has worked fine. I have hunted in 14 degree weather and blowing snow in Kansas pheasant hunting with it and 16 degree weather shooting ducks. It's never had any issues except for one shell that jammed. Other than that it's had probably about 1,000 rounds through it. And that's from dove loads, pheasant loads, duck loads, etc...
No bad days hunting

My son bought a brand new 870 express black synthetic a year ago, and started having trouble getting the shells to eject. He was having to carry a dowel every time he hunted because shells would always get stuck. And one time it was so bad, I thought I was never going to get it undone. Well we took it to two different gunsmiths and they reamed out the barrel, because we thought that the chamber was too small in diameter. He took it out on the next hunt and same problem. So since we bought it at Gander , we headed up there to get the gunsmith there to fix it. We had assessed that the ejector was jacked up, from the barrel being too tight.Long story short the gunsmith told us that it couldn't shoot aluminum shells. Well we walked out, then walked right back in. We took it back in there to him and got him to replace it. Since then it hasn't jammed once. So he stenciled/painted it and it shoots great. He has killed lots and lots of ducks and doves since. He loves it now. So once you get the bugs out, they are great guns and only get sweeter with time.

Pump- I have had an 870 sps for years it is tough and rugged. Never fails me no matter the condition.
Auto- Benelli SBE. I saved my pennies for quit awhile to get it. I love it! I got a 24 inch tube and it handles like a dream. I have hunted just about everything with it. From geese in Haskell Cty, to ducks in the NE TX bottoms, to quail in the Panhandle, to pheasant in SW KS. It is my go to gun.
Talent is a gift, character is a decision.
