With CRP enrollment dropping and old CRP projects expiring in the prairie pothole region and habitat conversion on the wintering grounds this is good news for long term habitat acquisition.

Cliff notes: For those who don't want to click on the link. House passed the measure on Nov. 17th, Senate passed it today, once Obama signs it the duck stamp will go from $15 to $25 with 98% of the purchase price going towards wetlands/waterfowl conservation. If/when passed will be the first increase in 23 years.

Another $10.00 doesn't bother me much. I've had a Lifetime Combo License for 23 years. The only thing I pay for is a Fed Duck Stamp.
On the otherhand, I only duck hunt on private property so more public wetlands won't help me a whole lot.

If it were raised to $200 revenue would go down not up.

You must be a democrat to think raising taxes by a huge amount will increase revenue

`(c) Reduction in Price of Stamp.--The Secretary may reduce the
price of each stamp sold under the provisions of this section for a
hunting year if the Secretary determines that the increase in the price
of the stamp after hunting year 2013 resulted in a reduction in
revenues deposited into the fund.

No one ever seems to read actual bills. Even outdoor's reporters these days seem to just rewrite the same news report everyone else gets instead of doing any research. The original $15 still goes to the purchase and lease of wetland habitat overseen by the Migratory Bird Conservation Commission. Something like 98% of each dollar.

The $10 is not exactly an increase of that original $15 used for acquiring habitat as most of the news reports make it sound like. The added $10 is to go into a separate fund used only for acquisition of conservation easements. I posted the actual bill in the original thread. Not necessarily a bad thing, but I doubt many stamp purchasers understand where the increase is really going. For example there will be no added wetland acquisition providing additional public hunting from the new fund. IMHO, a few landowners in the prairie pothole region are going to get some fat lease checks out of this.

To amend the Migratory Bird Hunting and Conservation Stamp Act to
increase the price of Migratory Bird Hunting and Conservation Stamps to
fund the acquisition of conservation easements for migratory birds, and
for other purposes.

in which there shall be a
subaccount to which the Secretary of the Treasury shall
transfer all amounts in excess of $15 that are received
from the sale of each stamp sold for each hunting year
after hunting year 2013'';

(4) Conservation easements.--Amounts in the subaccount
referred to in subsection (a)(3) shall be used by the Secretary
solely to acquire easements in real property in the United
States for conservation of migratory birds.''.

Taxes will go towards building toll roads so u get taxed one more time.
Duckstamp $ goes to conservation, or at least its supposed to.

it is nothing but a tax increase... there are plenty of ducks and if you want more ducks quit shooting them! sorry but I don't agree with raising taxes at all

The landowner. The new fund is not for purchasing land. The new fund your additional $10 goes into can only be used to acquire conservation easements.

DU's explanation of a conservation easement:

A conservation easement is a legal agreement between a property owner, the donor and a qualified conservation organization or agency, or the holder, in which the owner voluntarily agrees to restrict the type and amount of development that may take place on his or her property. A conservation easement is a way to preserve property that has a conservation or historic value while keeping the property in its natural and undeveloped state and still maintaining ownership of the property. The owner also keeps the right to use property for economic gain or recreation and the right to sell or deed the property to another. A donation of a conservation easement also may reduce estate, income and property taxes.

On another note, gas prices went down, saving you $1500-$2000 yearly compared to $4 a gallon
