They do not allow baiting at bardwell either but everyone does it.
Try the North end of the lake where the creek comes into the lake. Park at the end of coke road and walk North East to the creek and follow it north. A lot of them are up there. When I lived out there I killed several out there stalking them.

they like to hang out on the other side of the creek as well in that tall grass. Also the first entrance right at the coke road if you go down the trail to the right.. on the left of the trail towards the lake they used to bed in that area sometimes and could get them right at dark.
Most Corps of Engineers lakes allow baiting. I have only hunted Aquilla and Whitney which both allow the use of "hand" spread bait, no mechanical devices. I'll look up Bardwells rules.
There is no rule against baiting for hogs or deer that I could find but oddly Crossbows are banned as are muzzleloaders yet you can hunt hogs with a shotgun or regular archery.
